Moderation: In Ireland, a center for making complaints

Resolve disputes without going to court. A new center with funding Meta will provide assistance to European citizens who are harmed by the regulation of content on major web platforms.

The organization is slated to open in Dublin, Ireland before the end of the year. It will allow complainants to challenge moderation decisions on Youtube, Facebook and Tiktok. Eventually, the center hopes to be able to offer its services to other social networks affected by DSA.

For each complaint filed, a contribution of 5 euros is requested from the complainant and 100 euros from the company concerned. Then the expert team appointed by the center will study the complaint. The Center has to determine whether the controversial moderation decision is against the policies posted by the companies. or if it is contrary to human rights principles. If the complainant is approved by the Council, the money will be refunded.

Advisory power

So the center offers platform-independent governance. Of course, the center ensures that its experts take impartial decisions. However, these decisions remain advisory. In fact, it has no authority to sanction platforms that ignore its decisions.

Therefore the Center's decisions will result in simple recommendations. Note that a similar system of the Meta Supervisory Board allows a resource procedure for users of the tools offered by the American company.

Given this type of organization Article 21 of the DSA. This article regulates the establishment of non-statutory bodies intended to resolve conflicts between users and platforms. As such, the center has been approved by the Irish Media Regulator.

Avoid going to court

Users who want to challenge the moderation decisions of companies subject to DSA can always approach the courts, recalls the director of this new center. A response published by Le Monde.

But the aim here is to offer an alternative, more accessible resolution body for those who wish to assert their rights without having to engage in lengthy and costly legal proceedings.
