The SUV was built to carry eight people safely, But smugglers fill vehicles with people in very unsafe conditions to maximize their profits.
Omar Watson, head of the border division of the California Highway Patrol, said the vehicle seats were removed except for the driver and front passengers.
The accident happened in an area that has become a major route for illegal immigration since the late 1990s, as more enforcement in San Diego pushed illegal immigration into more remote areas.
